NOTE TO ALL COACHES
Entries will only be accepted online via the Direct Athletics Web site at directathletics.com. Detailed instructions will be included in your team packet and are available below. Questions regarding entry instructions should be emailed to support@directathletics.com.

Accessing your Direct Athletics team account
Each coach must have a Direct Athletics username and password for his/her school. If you don't know your username and password, you will be able to create one or retrieve your existing account by following the instructions below. You will use the same account to enter all meets run through Direct Athletics.

In the Collegiate and High School Divisions, all athletes must be entered using a TEAM account. Individual entries made by anyone not affiliated with the coaching staff or school administration will not be accepted into the meet. Please designate one coach or staff member to process your entry information. Only one team account and password will be provided per team.

If you already have a DirectAthletics account for your track and field team and know your username and password:
1. Go to directathletics.com
2. In the login box, enter your username and password and click Login. (Remember that your password is case-sensitive)

If you do NOT know your username and password, proceed as follows:
1. Go to directathletics.com
2. Click on the link "New User? Click HERE".
3. Follow onscreen instructions. You will be able to create a new TEAM account online or retrieve forgotten information for an existing account.

Note about Direct Athletics accounts
Most coach accounts control a school's men's AND women's team. You control only one gender at time, so you will complete the below steps for your men and then switch to your women's team and repeat the process (or vice versa). The team you are controlling is listed on the blue navigation bar across the top of your account.

Important notes regarding online entries
• For each relay squad, you must enter at least four and up to eight relay athletes (four + four alternates).
• You must enter ALL athletes online in order for them to compete. This includes relay only athletes and relay alternates.
• All schools (colleges/junior colleges/high schools) must enter athletes through a TEAM account. No unattached athletes may be entered through a TEAM account.

Heptathletes and decathletes entries
Online entries for the Heptathlon and Decathlon will close on Monday, March 11, 2013 at noon Central. We will post a list of Heptathlon and Decathlon qualifiers on Wednesday, March 13, 2013 by noon Central.

Note to post-collegiate open and unattached athletes
• If you are entering yourself as an unattached/open INDIVIDUAL athlete, you must create an INDIVIDUAL athlete account at directathletics.com.
• If you are entering a club/open relay or are a coach submitting multiple club/open entries from one club affiliation, you should create a team account at directathletics.com and select "Club" as the team type.
• Open/club relays must be entered through a club TEAM account -- NOT an INDIVIDUAL athlete account.
• We will accepted a limited number of open and/or unattached athletes in the following events:
Men: 100m, 110m hurdles, 400m hurdles, Jerry Thompson Mile, 4x100 relay, 4x400 relay
Women: 100m, 100m hurdles, 400m hurdles, 4x100 relay, 4x400 relay
• Entries are due by noon central on Tuesday, March 19, 2013. A list of those athletes that have qualified for the 2013 Texas Relays will be posted on TexasSports.com on Thursday, March 21, 2013 by 10 p.m. Central. If you are NOT listed, you HAVE NOT qualified.

Entry deadlines
• Entries for all divisions must be submitted on the Direct Athletics Web site (directathletics.com).
• The deadline for High Schools is noon Central, Monday, March 18, 2013.
• The deadline for University/College/Invitational entries is noon Central, Tuesday, March 19, 2013.
• You may edit and update your entries online anytime before the entry deadline. All submitted entries in the system at the entry deadline listed above will be considered FINAL. Please be sure to print a copy of your team's entries and bring it to the meet as confirmation. Please pay special attention to the spelling of your athletes' names, their respective events and mark submitted.

Final list of qualifiers
A listing of qualifiers for the 2013 Texas Relays will be posted (alphabetically, by event) online at TexasSports.com on Thursday, March 21, 2013, by 10 p.m. CST for ALL ATHLETES. Each coach is strongly advised to review the list to see which of their athletes and relay teams have qualified to compete in the Relays. If your athlete or relay team is NOT listed, they HAVE NOT qualified.

Attention all coaches: Scratching qualified athletes
After the initial list of Texas Relays qualifiers has been posted, all University/College/Post-Collegiate coaches with athletes or relay teams that have qualified, are asked to scratch athletes or relay teams that will NOT be competing, via the Direct Athletics website (same as entries). From 10 p.m. on Thursday, March 21, through noon on March 25, coaches may log into their TEAM account at directathletics.com to view and scratch qualifiers. No additions or updates may be made at this time -- scratches only! This will help with the heating and seeding of the events.

If athletes are NOT scratched, we will assume that they will be competing in the events that they have qualified in. If you have no scratches, no action is necessary and all qualifiers will be considered declared. A final list of Relay competitors (after all scratches have been received) will be posted on TexasSports.com by noon on Tuesday, March 26.

Relay event entry procedure
When possible, please enter actual relay marks that have been achieved in the 2013 season. Relay times may also be determined by adding the four best open/split times for athletes from either the 2012 or 2013 seasons.

NCAA Rule: Section 1. Misconduct: Misconduct is any act of dishonesty, unsportsmanlike conduct, unprofessional behavior or breach of law occurring at the locale of the competition or warm-up, that discredits the event or intercollegiate athletics. Misconduct includes the intentional reporting of false marks for entry purposes. Acts of misconduct are subject to reprimand or ejection by the referee or meet management.

After entering your seed mark for each relay event on-line, you will have spaces to enter up to 8 runners names per relay. Please include all four runners (in order, spaces 1-4) and any alternates (up to 4 per event, spaces 5-8) in the 8 spaces provided under each relay. You must enter each member of the relay team and any alternate(s) for that relay so that we may assign a bib number for each member. Any relay runners who MAY compete on a relay team MUST BE ENTERED into the meet and have a bib number to compete.

Additional guidelines
• Make sure you enter athletes and relays in the proper division.
• One relay team per school will be allowed to run in each relay.
• Two athletes per team will be allowed in individual events.
• An additional entry in the University and College divisions will be allowed for each athlete who has met the Texas Relays standards in that event, with a maximum of four (4) athletes per team allowed in an individual event.
• In some field events, Section A will be comprised of the top 9 entrants and Section B the next 18 entrants.
• Field and selected running events will have limited entries.
• Field events will be flighted based on performances submitted, with the top marks seeded in the final flight of the prelims. Others will be seeded accordingly.
• Minimum marks will be used in field events. The marks will be set based on the distances submitted. We will list minimum marks and progressions on the top of the flight sheets.
• Please include 2012 or 2013 best times and marks. No estimated times and/or marks!
• If you do not enter a time and/or distance, your athletes and/or relay teams will be placed at the bottom of the individual event performance list.
• No electronic portable communication equipment (cell phones, MP3 players, CD players, etc.) will be allowed on the infield area at any time.
• Athletes must keep their uniforms on at all times in the competition areas.
• No umbrellas will be allowed into the Stadium or competition areas.

Attention University and College coaches
In the prelims of the University/College Men's and Women's 100/110-Meter Hurdles and 100 Meters, the men and women will run simultaneously. The women will use the west straight and the men the east straight. The college men will precede the university men. We will alternate races back and forth between straights, so please have your athletes ready to compete. All finals will be held on the east straight. We will prepare a time schedule for preliminary events after scratches have been received. You are responsible for knowing the time schedule, but be aware that it is a guideline only. We do this to keep the meet running on schedule.

To help verify marks and establish fields for the following Men's and Women's events that have a limited number of entries, you will be required to input the date and location of the meet where the mark was achieved when you submit your entries online. Please use best times/distances from the 2012 or 2013 seasons in the following events:

All field events, 100 Meters, 1,500 Meters, 110-Meter Hurdles, 100-Meter Hurdles, 400-Meter Hurdles, 3,000-Meter Steeplechase.

All NCAA coaches: The TFRRS results reporting system will be used to research and accept Texas Relays Qualifiers. Best times/marks MUST be verified through TFRRS (from the 2012/2013 seasons), given your athlete(s)/relay team(s) have competed in the entered event(s) prior to the entry deadline. Please make sure you fill out your relay cards in correct full name/relay order to ensure correct results for TFRRS system.

Attention Invitational athletes
Invitational athletes may participate if invited. In the invitational events, awards will be given only to the top three collegiate competitors; invitational athletes are ineligible for awards.

Attention High School coaches
• Entry fees are for the total number of athletes who qualify for the meet.
• WE DO NOT ACCEPT CASH FOR PAYMENT. PLEASE PAY BY SCHOOL ISSUED CHECK, PERSONAL CHECK, MONEY ORDER, OR CREDIT CARD (on site).
• To figure entry fee: Based on the Texas Relays qualifiers list (released Thursday, March 21 by 10 p.m. Central), take your TOTAL NUMBER OF ACCEPTED ATHLETES AND ALL ALTERNATES X $20 PER ATHLETE.

• New for 2013: High School Scratch/Decaration Policy - There will be no High School online declaration process at www.directathletics.com, as in the past. If you have scratches (after the qualifiers are posted Thursday, March 21), you will need to either email texasrelays@athletics.utexas.edu, or fax to (512) 471-6130 to verify those scratches. This must take place from 10 p.m. Thursday, March 21 -Noon Monday, March 25. If Texas Relays has documented scratches from you (during that time frame) of athletes you DO NOT intend to compete, you will not be responsible for their $20 entry fee. If we don't receive documentation during that period, you will incur the standard $20 athlete fee based off the qualifiers list. An email confirmation from Texas Relays will serve as your proof of scratching an individual or relay team.
• We will begin High School Division events at 8:20 p.m. on Thursday March 28 and 1:30 p.m. on Friday March 29.
• High schools are allowed a maximum of two athletes per event and one relay team per school (if qualify).
• Due to time constraints, starting blocks will not be used in the prelims of the Boys and Girls 4x200- and 4x400-Meter Relays. We will run the finals with blocks.
• High school athletes must compete for their school. No unattached or club athletes will be allowed to compete in the High School Divisions.
• A 34.92-degree sector will be used for all throwing events.
• To help verify marks and establish fields for the following High School events that have a limited number of entries -- All field events, 100 Meters, 100- and 110-Meter Hurdles, 1,600 Meters, and 3,200 Meters -- coaches are required to input the meet name and date where the performance was achieved. Please use best time/distances from the 2012 and 2013 seasons.
• In the prelims of the High School Boys and Girls 100/110-Meter Hurdles and 100 Meters, the boys and girls will run simultaneously. The girls will use the west straight and the boys the east straight. Division I will precede Division II. We will alternate races back and forth between straights, so please have your athletes ready to compete. All finals will be held on the east straight. We will prepare a time schedule for preliminary events after scratches have been received. You are responsible for knowing the time schedule, but be aware it is a guideline only. We do this to keep the meet on schedule.
• Entered times for High School 4x100s, 4x200s, and 4x400s, must be attained during the 2013 season.
• High School Athletes will not be allowed to double in the 1600/3200 meters. Please enter your athletes in one of those events only.

High School sanction
The Texas Relays has submitted for sanction of an interstate athletic event to the National Federation of State High School Associations. The University Interscholastic League (UIL) has approved the Texas Relays for state of Texas Association Member Schools (but does not govern private schools in the state of Texas). Texas high schools that are NOT members of the UIL or TAPPS, may be asked to submit letters of eligibility. The letters must be submitted by the principal or headmaster of the non-member school and the letter must be on school letterhead. The letter should state that all of their students participating in the 2013 Clyde Littlefield Texas Relays meet the eligibility requirements of either their state association or the UIL.

Check with your state high school activities association if you have any questions before entering the Texas Relays. You can check for information on your state and Texas Relays sanctioning at NFHS.org/sanctioning.htm.

Attention all coaches
Relay teams and individuals should only be entered if they are capable of achieving the standards listed beside each event. Please use good judgement when entering athletes. Honesty is the best policy. The sizes of the fields listed beside each event are approximations and may be adjusted as circumstances require. Event starting times are subject to change.

Entry fees and procedures
• There will be an entry fee of $20 per athlete in all High School, College and University/College Divisions (including ALTERNATES).
• Men's and Women's Teams are considered separate.
• ALL ATHLETES, including any potential ALERNATE(S) must be entered on directathletics.com by Monday, March 18, 2013 at noon CST.
• Entry fees are for the total number of athletes who qualify for the meet. Any athlete who is issued a bib number in your team packet counts toward your entry fee. No athlete will be allowed to compete without a bib number.
Any athlete that qualifies, effective 10 p.m. CST on March 21, for the Texas Relays must be accounted for in your team's entry fee.
• Any late entry will incur an administrative late fee of $30 per individual plus the $20 original entry fee, for a total of $50 per athlete.
• WE DO NOT ACCEPT CASH FOR PAYMENT. PLEASE PAY BY SCHOOL ISSUED CHECK, PERSONAL CHECK, MONEY ORDER (on site) or CREDIT CARD (on site).

We strongly recommend that you pay your entry fee in advance. We realize that this is not possible for some schools, so those wishing to pay when they pick-up their team packets, please make sure you have the correct amount on your checks, no refunds will be issued during packet pickup.

Please make checks payable to "The University of Texas at Austin." Those schools that do not pay for their entry fees prior to the 2013 Clyde Littlefield Texas Relays will not be allowed to participate in the 2014 Relays until the University has received payment.

Housing
You should make hotel reservations as soon as possible since Relays weekend is one of the busiest times of the year on the UT campus and in Austin. You must make your own reservations. Texas Relays management cannot make housing arrangements. If you need assistance, please contact the Austin Convention and Visitors Bureau at (800) 926-2282. Thursday night fish fry
A Fish Fry is held in conjunction with the Clyde Littlefield Texas Relays at 6:30 p.m. Thursday, March 28. It is open to coaches, officials and media by invitation only. Each team will be issued three passes per team. Men's and Women's teams are considered separate. The Fish Fry will be held on the 6th floor Terrace Club level inside the Red McCombs Red Zone in the North End of Darrell K Royal-Texas Memorial Stadium. To gain access to the Fish Fry, enter through gates 14/16 on 23rd st, and procced up the "Gold" Elevators to the 6th floor, where you will be asked to show your Fish Fry tickets.

Packet pickup
• Wednesday, March 27: 9 a.m. - 4:00 p.m.
• Thursday, March 28: 10 a.m. - 8:30 p.m.
• Friday, March 29: 7:30 a.m. - 7:30 p.m.
• Saturday, March 30: 7 a.m. - 1:30 p.m.

Coaches may pick up team packets (bib numbers, coaches/athletes wristbands, pins, fish fry tickets, etc.) from Wednesday, March 27 to Saturday, March 30, 2013, at the Red McCombs Red Zone Food Court lobby ticket windows on the north side of Royal-Memorial Stadium (23rd Street). From Mike A. Myers Stadium, go north on Robert Dedman Dr. to 23rd Street, take a left (go west), and enter the lobby through the Gate 16 entrance. Each team will be supplied with three all-meet coaches wristbands, which will be used to gain admittance to the meet. You must wear the wristband for admittance into the stadium. Any wristband which is broken or not on an individual will be denied access to the stadium. Men's and Women's teams are considered separate. Each University or College may request an additional wristband for a team trainer and manager only at the time of the initial packet pick up. Coaches will be led into the lobby area to the ticket windows to pick up their team packet and verify their team entries.

NOTE: NO PARKING FOR PACKET PICK-UP PERMITTED ON 23RD STREET.

Parking
All parking rules and fees are administrated by University of Texas Parking & Transportation Services. Neither UT Athletics nor the Texas Relays office has control over University parking procedures. If you have any questions about University of Texas parking procedures, please go to http://www.utexas.edu/parking or email questions to parking@www.utexas.edu. A number of parking garages are within walking distance of Mike A. Myers Stadium. Parking rates are $12 with no in and out parking. You may choose to pre-purchase your parking at a discontiued rate by going to https://utparking.clickandpark.com/venues. Team busses will be allowed to drop off teams on the curb line of Clyde Littlefield Dr. between Robert Dedman Dr. and Red River St. A limited amount of team bus parking is available on the southbound curb line of Red River St., between Clyde Littlefield Dr. and Robert Dedman Dr. The bus lane will be marked by traffic cones and is only available from 6 a.m. - 11 p.m. on Friday, and 6 a.m. to 6 p.m. on Saturday. Overnight parking is not available.

Heat sheets and results
• Heat sheets and results will be posted on the bulletin boards on the north end of the stadium behind the scoreboard in the Gate 32 warm-up area, and on TexasSports.com as soon as possible. To receive e-mailed results, please contact Shawn Nestor at shawn.nestor@athletics.utexas.edu.
• Heat sheets also will be posted adjacent to the check-in tent, located outside the southeast corner of the stadium, and in the warm-up area.

Mike A. Myers Stadium
The stadium has seating for 20,000 spectators and a nine-lane (48-inch lanes) Beynon track; the javelin, triple jump, long jump and high jump runways are made of the Beynon surface. Only 1/4" pyramid spikes are allowed on the surface. The shot put, discus and hammer rings are concrete and will require rubber-soled shoes. Throwing events will be conducted inside and outside the stadium. The outside throwing area is located behind the upper east grandstands of Myers Stadium. Any athlete painting on permanent surfaces will be disqualified!

Awards
• University/College Division: 1st place -- watch and Relays Champion T-shirt; 2nd and 3rd places -- Relays medals
• University/College Division Relay Teams: 1st place -- watches, Relays Champion T-shirts and team trophy; 2nd and 3rd places -- Relays medals
• High School Division: 1st place -- gold medal; 2nd place -- silver medal; 3rd place -- bronze medal
• High School Division Relays Teams: 1st place -- gold medals and team trophy; 2nd place -- silver medals; 3rd place -- bronze medals
• No awards will be given for "B" division events.
• Invitational athletes are ineligible for awards.
• Awards will be available only at the awards area in Myers Stadium, located atop the timing booth next to the scoreboard at the northeast corner of the track. Due to the number of events, only first-place finishers will be presented on the awards platform (time permitting). Second- and third-place winners can pick up their awards from the awards area. Relays management is not responsible for awards not picked up. Awards will not be mailed.
• Texas Relays watches will be awarded to all eligible individual champions and members of winning relay teams in the University, College and University/College divisions. Only four watches will be awarded per relay.

Outstanding teams and performers
One collegiate and one high school team and two individuals (one male/one female) will be designated the Outstanding Teams and Outstanding Performers of the Clyde Littlefield Texas Relays. The individual awards may come from any division. The awards are voted on by the working press covering the Texas Relays.

Meet procedures
• NCAA rules will prevail unless for procedural reasons as depicted in this manual.
• High School events will follow National High School Federation rules.
• We will prepare a time schedule for preliminary events after all scratches have been received. You are responsible for knowing about this time schedule. It is a guideline only. The Texas Relays runs on a strict time schedule and no calls will be made for individual athletes/relay teams to report.
• Wristbands (not numbers or uniforms) will admit athletes to the stadium.
• Every participant must wear a number during competition.
• The number must be worn on the front of the jersey.
• Failure to Participate:

a. Competitors or relay teams must participate in the trials and/or finals of all events in which they are declared. Such participation is also required in subsequent rounds as a result of qualifying, or when participation is a criterion for entry in a subsequent meet.
b. Participation is the expectation that a competitor start the athletic challenge requirements of the event, according to the rules of the event. Qualification to the next round of an event is, in itself, satisfaction of participation.
c. A failure to participate is considered an assumption that the competitor in violation has abandoned the competition and, therefore, shall be barred from all remaining events in the current meet.
d. The referee, upon proper protest, based upon all authorized evidence and with consideration given to circumstances beyond the control of the competitor, including medical, shall determine whether circumstances clearly demonstrate that a violation of this rule has occurred.
e. In regards to the Clyde Littlefield Texas Relays, exceptions may be made by the meet referee in the case of extreme inclement weather conditions.

• Review of finish line photos will be made by the Meet Referee only. All requests to have a photo finish picture reviewed shall be made in writing at the tables located at the northeast corner of the track. You will be notified by the meet referee of his ruling.
• Nine teams and individuals will qualify for all running event finals. Running event ties will be broken by the Meet Referee rereading the phototimer images up to one-ten thousandths of a second. If the times remain
the same, and the affected teams or individuals ran in the same heat, the higher placer will advance. If the tie still remains, the tie will be broken by the Meet Referee drawing lots. All field event ties involving the ninth qualifying position will be advanced to finals.
• In races with large fields, we may use alleys instead of lanes. In the events where alleys are utilized, the top teams/individuals will be seeded in the outside set of lanes.
• Events will not be delayed for those competitors who double.
• If relay teams qualify for a final but do not plan to run, please notify the Meet Referee or Meet Clerks at the tables located at the northeast corner of the track or at the check-in area outside the southeast corner of the track.

Agents
Athlete-agents are advised that the Texas Athlete Agent Act requires all agents doing business in the state of Texas to be registered with the Secretary of State's office. Contacting or recruiting student-athletes with collegiate eligibility remaining without the prior approval of The University of Texas at Austin's Athletics Compliance Services office is prohibited. Implement weigh-in
Athletes must weigh-in all throwing implements at the Mike A. Myers Stadium weigh-in station, located in the southeast corner of the stadium. Weigh-in is two hours before the event. No implements will be processed less than one hour before the event. Athletes competing in an early-morning throwing event may check in the implements the preceding night as long as the weigh-in station is open. We will not allow overweight implements to be used for throwing events during warmups.

Measurement of throws and horizontal jumps
Throws or jumps which do not meet or exceed the minimum standard will not be measured. The marks will be set based on distances submitted and will be listed at the top of the flight sheets. A 39.42-degree sector will be used for all throwing events in the High School divisions.

Starting heights
All starting heights will be determined by Texas Relays meet management. Weather may cause the referee and committee to make an adjustment on the day of the event.

Training tent/first aid
A tent for all athletic trainers will be available inside the warm-up area located at the South End Field Level of DKR – Memorial Football Stadium, as well as inside the track area at the northwest side of the track by the scoreboard.

Heats and lanes
All running events are heated and laned according to times submitted, with the exception of Invitational events, which will be seeded by Texas Relays management. Qualifying for finals will be on place and/or time basis in all events except the 400-meter hurdles where the nine best times will qualify. All sprint medley relays will be run with a three-turn stagger. All distance medley relays will be run 1,200-400-800-1,600.

Preferred lanes for all races: 5-6-4-7-3-8-2-9-1
For straight preliminary races, we will use both of the east and west straights. The common finish line for lap races will be in the northeast corner of the track.

Warm-up area and check-in area
All athletes must warm up outside of Mike A. Myers Stadium. The outside warmup area will be located in DKR-Memorial Stadium (west of Mike A. Myers Stadium) on the field (for Thursday, March 28-Saturday, March 30). The east side of DKR-Memorial Stadium (lower concourse) will also be available for warm-ups and will have track lanes and hurdles available for use all four days of the meet. Athletes will need to check into the track staging area a minimum of 30 minutes prior to their event where hip numbers will be given to the competitors and must be attached prior to entering the track for competition. The check-in area will be the tent located outside the southeast corner of Myers Stadium. A public address system will be used in the check-in (southeast corner) and warm-up areas to notify athletes of the event schedule check-in times. Please have your athletes pay close attention to the order of the events; no calls will be made over the stadium public address system. All field-event athletes need to check in at their event site a minimum of one hour prior to starting time. DKR-Memorial Stadium (Joe Jamail Field) will close at 4 p.m. on Saturday, March 30.

Locker facilities/Team areas
No locker room or shower facilities will be available for visiting schools. Restrooms under the east stands of Royal-Memorial Stadium, in addition to restroom facilities in Myers Stadium, will be open throughout the Relays. Teams may set up "camps" on the DKR-Memorial Stadium east side upper concourse only. No set ups are permitted on the lower concourse where the track material/hurdles are located.

Divisions
• The University Division will be for NCAA Division I track and field schools only.
• The University/College Division will be for NCAA Division I, II, III, NAIA and NJCAA schools.
• The College Division will be for NCAA Division II, III, NAIA and NJCAA schools.
• In order to compete, athletes and schools must be in good standing with their institution, conference and national affiliation.
• The High School Division I will be for UIL Class 1A, 2A and 3A schools only.
• The High School Division II will be for UIL Class 4A and 5A.
• Division I schools may run in Division II if they prefer, but Division II schools may not compete in Division I. A maximum of two athletes and one relay team per event is allowed, if they qualify.
• No unattached, club or home-schooled athletes will be allowed to compete in the High School Divisions.
• In order to compete, athletes and schools must be in good standing with their school, team and their activities association in that state.
• Invitational Division will be by invitation only.
