While you were being recruited by The University of Texas (or anyone else) you should not have received cash or any other items of value from anyone associated with Texas. In addition, you should not have received promises of any of the above. You should not have received correspondence or phone calls from anyone other than the Texas staff or faculty about The University. Your family should not have been promised or given any items of value or received job promotions or new jobs based upon your decision to attend The University of Texas. Neither you nor your family should have received "free" tickets to any events other than complimentary tickets for athletics events held on campus. If any of these has occurred, or if you are unsure of something that happened during your recruitment, you should contact the Compliance Office immediately at (512) 471-7285.
Telephone Calls to Prospects ~ Rules to Remember
» For sports other than football and basketball, telephone calls may not be made with a prospect or the prospect's relatives or legal guardian(s) prior to July 1 following the prospect's completion of the junior year in high school. Thereafter such telephone contact is limited to once per week. (Bylaw 13.1.3.1)
» Exception – Men's Basketball: One telephone call to a prospect [or the prospect's parents or legal guardian(s)] may be made during the month of March during the prospect's junior year in high school. One telephone call to a prospect [or the prospect's parents or legal guardian(s)] may be made on or after June 21 of the prospect's junior year in high school. In addition, only three telephone calls to a prospect [or the prospect's parents or legal guardian(s)] may be made during the month of July following the prospect's junior year in high school, with no more than one telephone call per week; thereafter, staff members shall not make such telephone calls more than once per week. (Bylaw 13.1.3.1.2)
» Exception – Women's Basketball: One telephone call to a prospect [or the prospect's parents or legal guardian(s)] may be made on or after June 21 of the prospect's junior year in high school. » Institutional staff members may accept collect telephone calls place by prospects, provided the calls are placed not earlier than July 1 following the completion of the prospect's junior year in high school. The institution may utilize a toll-free (1-800) number to receive telephone calls by prospective student-athletes, prospects' parents or legal guardian(s). (Bylaw 13.1.3.6)
» Initiating or arranging a telephone contact with the prospect, the prospect's relatives or legal guardian(s) on more than one occasion for the purpose of recruitment by staff members or athletics representatives will cause a prospective student-athlete to become a recruited prospective student-athlete at that institution. (Bylaw 13.02.10.1(c))
Exceptions to the Telephone Rule
» Men's Basketball Exception – Institutional staff members may accept collect telephone calls placed by prospects, provided the calls are placed not earlier than the conclusion of the prospect's sophomore year in high school. The institution may use a toll-free number to receive such calls from prospective student-athletes, prospects' parents or legal guardian(s). (Bylaw 13.1.3.3.1)
» Official-Visit Exception – Unlimited telephone calls to a prospect during the five days immediately preceding the prospect's official visit to campus. (Bylaw 13.1.3.3.2)
» Letter-of-Intent Signing-Date Exception – Unlimited telephone calls to a prospect on the initial date for the signing of the National Letter of Intent and during the two days immediately following the initial signing date. (Bylaw 13.1.3.3.3)
» Off-Campus Contact Exception – Unlimited telephone calls to a prospect on the day a permissible, in-person, off-campus contact occurs. (Bylaw 13.1.3.3.5)
Official Visits
Before a prospective student-athlete may visit campus on an expense paid visit, the visit must be given prior approval by the Compliance Office. The following items need to be completed and submitted to the Associate AD/Student Services (women's athletics) or Assistant AD/Student Services (men's athletics) who will review academic requirements and forward to the Compliance Office to obtain final approval.
The coach or designee completes an Official Visit Approval Form prior to the official visit. The Official Visit Form includes the following:
- Letter of Notification (Bylaw 13.7.1.2.1). It is the responsibility of each sport to notify the PSA in writing at the time of invitation but prior to the visit of the five-visit limitation. A copy of the letter must be submitted with the Official Visit Approval Form. If the letter is faxed or emailed, appropriate documentation must be provided (e.g., cover sheet for fax, printed "sent to" email that shows date).
- Admissions and Graduation Data (Bylaw 13.3.1.2). Institutions shall provide to prospects and to prospect's parents the information contained within the NCAA admissions and graduation data report at the earliest opportunity after the institution's first arranged in-person encounter and prior to the date of the prospect's signed acceptance of the National Letter of Intent or institution's written offer of admission and/or financial aid.
- Academic Requirements (Bylaw 13.7.1.2.3). The sport coach/designee attaches an official transcript and test score. The transcript may be a copy of an official document, but not an unofficial transcript. The test score must be from a test taken on a national testing date and presented in writing through an official high school or testing agency.
Unofficial Visits
If known, inform the Compliance Office of an unofficial visit 24 hours prior to the visit. If the visit was unanticipated, notify the Compliance Office at the first reasonable opportunity not to exceed 24 hours.
Complimentary Admissions
13.7.5.2 Complimentary Admissions. During the official visit, a maximum of three complimentary admissions to a home athletics event at any facility within a 30-mile radius of the institution's main campus in which the institution's intercollegiate team practices or competes may be provided to a prospect. Such complimentary admissions are for the exclusive use of the prospect and those persons accompanying the prospect on the visit and must be issued only through a pass list on an individual game basis. Such admissions may provide seating only in the general seating area of the facility utilized for conducting the event. Providing seating during the conduct of the event (including intermission) for the prospect or those persons accompanying the prospect in the facility's press box, special seating box(es) or bench area is specifically prohibited. For violations of this bylaw in which the individual receives an excessive number of complimentary admissions, and the value of the excessive admissions is $100 or less, the eligibility of the individual (i.e., prospective or enrolled student-athlete) shall not be affected conditioned upon the individual repaying the value of the benefit to a charity of his or her choice. The individual, however, shall remain ineligible from the time the institution has knowledge of the receipt of the impermissible benefit until the individual repays the benefit. Violations of this bylaw remain institutional violations per Constitution 2.8.1, and documentation of the individual's repayment shall be forwarded to the enforcement services staff with the institution's self-report of the violation. 13.7.5.2.1 Conference Tournaments. A member institution may not provide complimentary admissions to a prospect for a postseason conference tournament. The prospect may purchase tickets only in the same manner as any other member of the general public. (Revised: 1/10/91 effective 8/1/91)
13.7.5.2.2 NCAA Championships or Other Postseason Contests. The provision of complimentary or reduced-cost admissions to prospects for an NCAA championship (all rounds) or other postseason contests (e.g., bowl game, NAIA or NIT championship) constitutes excessive entertainment and is prohibited. The prospect may purchase these tickets only in the same manner as any other member of the general public. (Revised: 1/10/92)
13.7.5.2.3 Purchase of Game Tickets in Same Locale. An institution may reserve tickets, only for the use of immediate family members accompanying a prospect during an official visit and for seat locations adjacent to the complimentary seats being provided to the prospect. These tickets must be purchased at face value. (Adopted: 1/10/92)
